PAST CONTINOUS: yesterday at 7.00, while... ACTIONS IN PROGRESS IN A PRECISE MOMENT.
I was working - I wasn't working - Were you working?
I was eating - I wasn't eating - Were you eating?

PRESENT SIMPLE: every day, always... ROUTINES.
I work - I don't work - Do you work?
He eats - He doesn't eat - Does she eat?

PRESENT CONTINUOUS: at the moment, now... ACTION IN PROGRESS NOW / FUTURE PLANS.
I am working - I'm not working - Are you working?
He is eating - He isn't eating - Is she eating?
